HOPE is a non-profit corporation dedicated to developing affordable housing
for low and moderate-income individuals and families in New London.



The Need

The city of New London has a long list of distressed properties.  Many homes have been foreclosed and condemned and/or seized for back taxes. Left vacant and boarded up, these houses invite crime and vandalism. Under these conditions, other homeowners become discouraged and let their own properties slide or try to find opportunities to move from the neighborhoods.  Meanwhile, low and moderate-income families live in substandard apartments without hope of ever having homes of their own.

Through its Housing Rehabilitation Program, H.O.P.E. totally renovates inner-city houses in blighted neighborhoods in New London. These homes have often been foreclosed and/or condemned and have been vacant for many years. After the houses are renovated, they are sold to qualified low and moderate-income owner-occupants.

H.O.P.E. also operates two rental programs. The Reynard Rent to Own Program is designed to help low-income families who wish to purchase homes of their own by offering them affordable rental apartments, special savings and counseling. A portion of each family’s rent is placed in a savings account each month.

H.O.P.E.’s Very-Low-Income Rental Program provides very affordable rents for families with income below 50% of the median.

Another program offered by HOPE is our free Home Repair Workshops where basic skills in plumbing, electrical, and carpentry are taught for nine weeks each spring. We provide easy, hands-on instruction by experts. The program is sponsored by the Chelsea Groton Foundation.
